Higher Education Emergency Management

Preparing the Campus Community

The higher education community has an inherently unique set of planning challenges. This has been acknowledged by most state's legislators through the implementation of planning laws. The State of Illinois was among the leaders in this movement and implemented the Campus Security Enhancement Act of 2008.

The act requires institutions of higher education to have an emergency operations plan, train and exercise on that plan to continually improve it, and do the same with their Violence Prevention Plan.

In addition, the Illinois Emergency Management Agency piloted the ready Campus program in 2013. While the Ready programs have been slow to take hold, the concepts are solid and the work that must be completed to qualify is the due diligence that our colleges should be undertaking as a standard.

As an educational institution, the college campus has a unique opportunity to impact the overall preparedness and resilience of their community. By instituting a full planning and preparedness program, you will lead your community by example.
